India sets new rules for academic cooperation

India University Grants Commissionoversees the country’s higher education standards, outlined updated rules for partnerships between Indian and foreign higher education institutions covering twinning, joint degree and double degree programs.

Institutions will be eligible to participate if they are in the top 1000 in the world’s QS or THE university rankings – they will not need to indicate a specific grade or accreditation rankings.

But the regulator still bans franchises as well as online or distance learning (excluding additional learning), which the British Council calls a “lack of confidence” in these models.

“It is believed that this poses a great risk in terms of quality and accountability, and they can not be compromised,” – said in a statement the British Council.

The new rules are based on India National Education Plan for 2020through which the government has set itself the goal of attracting the country’s top-ranked universities to the country and boosting India’s image as an educational hub.

The British Council said the new measures “will help expand the reach of more young Indian students who seek to study abroad but cannot afford it”.

Janet Ilieva, founder and director of the research consultation Education Insightsaid the updates are a “hello” that will benefit both students and local institutions.

These partnerships “contribute to staff development and capacity building, they internationalize the local program and promote deeper cooperation outside of teaching,” Ilieva said. “Often this contributes to strengthening research links and collaborative research.”

However, Ilieva noted that despite the fact that the country has set an “ambitious” gross target of 50%, it is now only 28%, and therefore should consider “further liberalization of higher education”, including distance and online -education.
