Colleges in New York State are now prohibited from containing transcripts as a means of collecting student debt.

“Transcripts are a record of student learning – they are not and should never have been tools for debt collection,” said state senator Kevin Thomas, who sponsored the bill. in a March statement when the bill was passed.

“Today, we have put an end to this disgusting policy for all higher education institutions to ensure a level playing field for New York students,” Hochul said in a statement..

The Boards of Trustees of New York State University and New York City University systems voted in January to end the practice at their institutions.
